Pdanet establishes connection, but browser does not display pages

Problem: Pdanet and computer connect successfully via USB, but Chrome times out connecting to any web page. Pinging google.com times out.

    Environment:
    Pixel 2, Android 9
    Windows 8 computer
    Chrome or Firefox
    Pdanet 5.21.4
    USB connection
    Cell service: Red Pocket CDMA

USB debugging is enabled on the phone.
Data Saver is disabled on the phone.

The browser on the phone displays web pages with no problem.

On the computer, the Pdanet test shows:
    5.21.4(Verizon 5214)
    Verifying Internet on phone...succeed.
    Verifying DNS...succeed.
    Verifying HTTP access...Internet is Ready!!
    Local(USB) speed test...18 Mbps
    Test Completed

Disabling Windows Firewall on the computer does not help.

What could be causing this problem?

I finally figured resolved this problem. There was an app on the phone called Device Policy which was disabled. I enabled it, and can now browse the web on the computer when connected via Pdanet.
