    Who/how would we contact at T-M putting an antenna on a bldg. -edge downtown Oakland

    Or is this handled by an outside company?

    If You're With AT&T Wireless as your Cell Provider, Use the "AT&T Mark The Spot App" to report an issues with your service, like, no connection, slow speeds, no coverage, drop calls...etc

    Basically, you're making the mistake of offering a particular solution. You need to just inform them of the problem and let them sort out the best solution. T-Mobile is likely to soon fall heir to a bunch of Sprint sites. They are probably not thinking much in terms of new site acquisition beyond that.
