Universal iPhone XR + Best Buy + Cricket + "unlock" for int'l use

Here's hoping HoFo can one again help me untangle a mess!

Bought a Universal iPhone XR at Best Buy for daughter last year, thinking it was "unlocked".

    Carrier service has been Cricket.

Daughter is now in Peru for an exchange year.

Daughter went to 3 different stores/carriers for SIM. All told her it's locked.

Apple said it's locked to AT&T.
AT&T said it's locked to Cricket.
Cricket said they haven't locked it, call Best Buy.
Best Buy said it's Universal, automatically locks to first carrier (Cricket).
Called Cricket back. Cricket said she just needs to update carrier settings w/ a new SIM card inserted.

From what we both can tell, she's not even getting a "Carrier" option at this point (she sent me a video of her trying to find it, too big to upload here)

Recommendations on which direction to go next appreciated. I feel like I've been spinning my wheels all morning.

    Thanks!

OK. You are the victim of Apple's Flex Reseller Policy (You can Google that). The iPhones are "unlocked" when you bought them but then lock themselves to the first carrier's SIM after a few days. You'll have to contact Cricket about getting the phone unlocked. If they will do it, after a few days your daughter will have to sync the phone with iTunes to unlock it.

Welcome to the world of corporate sneaky underhandedness. I'll bet that was not made clear when you bought the phone, although you'll find it somewhere in the fine print.

Yeah - this is what I've kinda figured

I've called Cricket 2xs and they say it's not in their system or locked to them.

Any keywords/depts I should be asking for to talk to the right person?

I'll post this question in the Cricket forum as well.

I'd contact the Best Buy where the phone was purchased just for the LOLs. Apple too. This is a terrible policy because it's not declared in bold print and many people pay full price thinking they are buying an unlocked phone but it's not. I really don't know how to fix your problem since I haven't bought an iPhone in years.

    After talking to Apple, AT&T and Cricket this morning, I talked to Best Buy. He was the first person that actually understood the problem. He also said that Best Buy can't unlock a universal phone from a carrier. Screwy but believable. He seemed to think Cricket could unlock it. He mighta just been making that part up.?. :{

Thanks for helping to clarify the situation for me, even if it's not good news.
