can you buy ST and never activate it?

kids need just a toy around the house and wont get mobile plans until they get jobs. so just for wifi usage can you buy ST and just never sub? will you get some kind of annoying screen or something?

i figured how would they know you never subbed but i want to make sure.

If you buy a phone it won’t have anything annoying on it like that. I’ve bought both kids iPhones to use as iPods and it’s been great
