I bought a new iPhone 6s from Straight Talk's website. It was only $83 after coupon and an emailed promo Visa gift card.
I don't really need it as a phone... rather, I want to use it as an iPod.
How do I turn it on and activate the phone without SIM card? Or at least get into the home screen?

I assume you mean just to use it on wifi. Don't know about iphones but on android, just use it. Doesn't need a SIM. If Iphone needs a SIM even to get to the main screen, you shouldn't need to activate it just for wifi use.
This is correct as of iOS 12. Keep the SIM out and activate using WiFi, and it should work fine.
Note: Once you do put a SIM in, it's likely it will have you go back through the activation and setup process just to get the carrier provisioning correct.

Straight Talk lists iOS 9 for their iPhone 6s. If so, it might have to be activated using iTunes with a computer.
