    Is it normal for the ping on the upload to be that high ?

    Never seen an app measure both loaded and unloaded ping; 19ms ping is quite good. I wouldn't consider 155ms under full load bad at all. It's easy to get, say, a wifi network that gets 1-2 ms under no load to get 80ms under load (and that's to the access point, not even to the internet.) Almost the only way to reliably keep pings lower is to limit your connection usage to like 90% of your link speed (and how can you do that on a cellular link where the speed keeps changing? )
