Can I use an iPhone without iCloud or any other online account?

I am going to give my old SE to a relative who is, shall we say, technologically challenged. (And somewhat mentally challenged as well.) She won't create an Apple account, much less use iCloud or any other online service. But she's currently using a 3G dumbphone which will be obsolete sooner or later. So if I can get her to use the SE she can at least talk and text even if she doesn't use any apps.

I put my SIM card in the SE, powered up and hit next, next, next bypassing all options. But then I got to this screen:

    Name: IMG_20191205_130304607.jpg
Views: 312
Size: 47.0 KB

There is no way to bypass or hit next from here. I'm wondering if I should just create a dummy Apple ID for the sake of using the phone. I'm only reluctant because she will then get messages to update her account, create the iCloud, enter the password, etc. which will confuse her.

Is there a way to use the SE basically as a dumbphone?
My smartphone is a lot smarter than I am.

Why not just use your account so you can update it every once in a while? Without the password there is no security issue.

How about clicking" forgot password or dont have an apple id "

I have setup many iphones like that and it works perfectly.

Actually I took out my SIM card, powered up the SE, and I was able to go through all steps without having to enter my Apple ID. I then put my SIM card in, powered it up again and I am able to use it without any Apple ID or iCloud. So I think this will work for my relative. Thanks for the replies.

How do you mean? Exactly how or what did you do, to not be forced to enter an Apple ID? How did you skip through that screen which you showed in the picture "Sign in with your Apple ID,..."?

Maybe I found a demonstration how to setup iPhone without using Apple ID, but not sure if something like this was what you wanted; tried an internet search:

Look at the part between 2:15 and 2:28.
