For whatever reason, some phones won't let you activate call forwarding on GSMA. I never could activate forwarding using the Moto G6 Play, but no problem with the G4 Play or E4 Plus. Once activated I moved the sim card back to the G6 Play & forwarding still worked.

To Turn ON "Conditional Call Forwarding" dial *004*5555555555# The 5's represent the 10 digit phone number you want to forward calls to.

To Turn OFF Call Forwarding dial ##004#

For what it's worth, I had a similar problem with my Moto E4 on the Red Pocket Sprint network.

After several chat sessions with Red Pocket agents somebody somewhere got it to work. Chat with them online and ask for it to be escalated to a technician. It worked for me.
My smartphone is a lot smarter than I am.

Thanks I tried your suggestions on several android phones. Keep getting the error "Connection problem or invalid MMI Code. (0). I wonder what could be causing this
