Can IMEI be blocked on new unlocked phone?

I have sent off a factory unlocked iPhone 11 abroad. Once a sim card is inserted and the phone is in use, can anyone with the IMEI number blacklist it?

i think if the phone is reported lost or stolen the IMEI can be blacklisted.

Thanks. What if it's not lost or stolen but someone else has ahold of the IMEI number of my iPhone?

A lot of what if's. What is your real concern ? Why would someone else have the IMEI # unless they had a legitimate reason ?

The company that I bought the factory unlocked phone from. Can they blacklist the phone? Or is it only the carrier?

I financed it but it's a fully unlocked phone. Are they able to do that after I've used the phone with a SIM card?

I know that but my question is if they can blacklist the IMEI without being the carrier?

Absolutely correct !! They could report it to Apple and if so, the phone is only a fancy paperweight.
