Assuming it still works (I'm sheltering in place away from home and don't have any of my WPs with me!), the app "Skydrive Ringtone Maker" was my favorite way to transfer ringtones to my WPs, since it didn't require using a computer.

Yep, the app is as old as dirt- it's from back in the days when we used to call OneDrive "Skydrive", but it's simple to use. Just log into your "Skydrive" (OneDrive) in the app, and download any MP3 you've stored there and it gets added to the Ringtone list on the phone. I've previously uploaded all of my ringtones to a "ringtones" folder on my OneDrive so they're accessible from anywhere. It's one of the first apps I install to a WP, so I can bring down all of my custom ringtones to a new or freshly reset phone.
To install a ringtone you've already downloaded to your phone from anywhere else, just upload it to your OneDrive (using the OneDrive app on the phone) then use the Skydrive Ringtone Maker app to redownload it.
