Alright so I just walked the office with both phones in hand checking the meter:

~1ft from the antenna (holding up in the air)
    Android RSRP: -76 (Full Bar)
    IPhone RSRP: -92 (3 Bar)

    ~5ft from antenna
    Android RSRP: -87 (Full Bar)
    IPhone RSRP: -101 (2 Bar)

    ~10ft from Antenna
    Android RSRP: -89 (Full Bar)
    Iphone RSSP: -106(2 Bar)

    ~20FT
    Android RSRP: -96 (Full Bar)
    IPhone RSRP: -113 (1Bar)

    ~30ft
    Android RSRP: -99 (4 Bar of 5)
IPhone RSRP: -118 (Flips between no service and 1 bar)

I can get about 50 - 55 ft from the antennae before my android goes to 2 bars or -113
So with this, Maybe our cable runs are too long?

I know we have a 100ft cable from the Outside Fin to the booster then we have that Y adapter that has 1x 75 ft cable to the sales area antenna then 1x 50 ft cable to the upper office area (which is currently disconnected)

Having an unterminated port is a bad idea for RF generally. Can you remove the splitter and put a barrel to connect the outside cable directly to the inside cable going to the one functional antenna? Or put a termination on the unused splitter port.

20 MHz B4 is rare. Are you in Barrie?

I actually have enough cable to bypass the y adapter all together, so I just plug the internal antennae directly into the booster.
The outside antennae connects directly to the unit, with only a 'groundable' coupling in between.

    I'm in New Brunswick btw.

It's really strange. If you know the PCI of the Android cell vs iPhone cell, and confirm they're on the same band, we can determine if they are connecting to the same cell.

What do those numbers mean? Is it ECI or something?

They were the cell ID's as reported by Samsung's debug screen:

Didn't realize you were referring to 3G. Take that hex number, convert it to binary, and then split it into 2 parts. The most significant 12 bits are the RNC ID, and the least significant 16 bits are the cell ID.

In your case, that's RNC ID 3523, cell ID 45401 and 45675. I think RNC 3523 is Bell, but not sure.
