    Any MVNO that does ATT

Similar to Page plus. I mean where $10 lasts 4 months, or at least 3.

H2O wireless runs on AT&T and has a pay as you go plan that only needs $10 every 90 days.

Depends on your needs. Red Pocket has a litany if service plans from 100min/100 text/500mb a month and up for a year. $60 will get you the one I named.

That looks good. What happens at ebay purchase? Do they send a preloaded sim card? Do they send a local number? It is renewed buckets every month correct?

Yes, it's a preloaded SIM card. You can get a new local number, or port in your existing number. It is renewed per month. Add-ons are available if you need more some month.

Just to add, Tracfone has a listing on Ebay 365 days plan (ATT) for $49.99+tax "Tracfone Prepaid Wireless Smartphone Plan+SIM-1200 Min,1200 Txt, 3GB Data". I prefer this option than the monthly allotment as my usage is low and it varies monthly.

A few months ago that deal was $29.99 so you may be able to find it cheaper in a month or so depending on your needs atm. I picked of the SIM cards up at that price for my 2nd line on my new SE

Not as good as the RP deal. $10 for 90 days, sure, but 10 cents a minute.

I thought the op was asking for paygo plans. Red pocket is not paygo.
