Cannot Load Apps on Old Tracfone Android Phones

I have some old Tracfone Android phones that I use as wifi devices. These are old phones, locked to Tracfone, on which I didn't renew my service.

I was trying to download an app the other day but Play Store doesn't let me download any apps. So I tried a different phone and same story. I haven't downloaded apps in a few months so I don't know when this problem started.

I tried everything that came up with a Google search but the problem isn't resolved. Play Store doesn't download anything. It shows an unending circle and downloading message, but no downloads.

These are the things I have tried that failed to solve the problem.
Cleared Play Store Data, cleared Cache.
    Deleting recent updates.
    Reboots.
Updating Play Store by going into Settings, then tapping Version.
Downloaded Play Store APK from apkmirror, installed it.
Changed Play Store download settings - over data, over wifi, over any network.
Many other things that I don't remember.

Anyone have any solutions to this problem? My hope is that someone else has had a similar problem and been able to solve it. Thank you to anyone who cares to reply.

I noticed something the other day. I went to the Play Store website on my computer and tried to install an app. It just wouldn't work. So I opened the Play Store on the phone and made a search for the app I wanted. It installed fine from there. I don't know what the problem is. I have three phones connected to the Play Store using the same Google account and it seems to know that they are alive. Maybe the website gets busy and freezes up or whatever.

You might just be out of internal storage space.

I haven't yet come across any apps that won't install on my Moto E4 XT1768 with Android 7.1.1.

What apps are you trying to install?

I am not sure if this is case or not, but I am hearing that lots of apps are dropping 32bit versions. They are going to 64bit.

Try plugging you phone into the charger while downloading. I've had Play Store downloads hang until I plugged the phone in.

This used to happen a few years ago on one of my old Androids. I think I forced a stop on the Play Store and Play Store Services, then cleared out all their data. Then I made sure both were updated before trying to update or download anything else.

What apps are you trying to install?
A notepad app. And a volume-control app because the phone case has very stiff volume buttons.

That's what I had thought for the older phone with Android 5.1. But no, there's plenty of space. On both phones.

I did clear out the cache and data for Play Store as well as Play Store Services. Also downloaded the latest version of Play Store from apkmirror so it should be updated. But I don't know how to update Play Store Services.
