Talking Fast.com speed tests max out 4.2Mbps? With a VPN I get over 20mbps

Trying to figure out what may need to be changed on AT&T's side to allow unthrottled video streaming? Right now fast.com is maxing out at 4.2Mbps without a VPN.

I get much higher speeds using a VPN. I am testing a very small MVNO that uses AT&T network and their support old me there is no StreamSaver enabled on my account. Any chance there is something else that needs to be changed on AT&T's side in order to allow 'unthrottled' video?

    Thanks

Yup, definitely stream saver or similar streaming video throttling. Verizon PostPaid does the same — and you cannot turn it off.

    I can get 200 Mbit/s on SpeedTest or Ookla, but only 4 to 5 Mbit/s to Fast.com, unless I use a VPN.

Its likely worked out between the mvno and at&t. Probably nothing you can do but become a post paid sub and turn it off.
