    Question Cellular Radio Off ???

    I am trying to help activate a new-to-them Motorola phone. Everything else on the phone seems to work OK; though for all data, it is thru WiFi only.

    This phone is a Christmas present (and their kid is rather disappointed). I went to help them to activate it, and I am having major problems too. Tried every trick I know.

    Here is a summary of what I tried so far...

    When I try to activate it, I get an initially message (upon powering it up) that the activation is in progress. However, this eventually fails.

    At the top it says "No Service", and the cellular signal strength (bars) is grayed out with an "X" over it. It is almost like the phone is in Airplane mode, but isn't. Just for fun, I tried turning Airplane mode on, and then back off, to see if that cleared it. It didn't (no change).

    If I go into Settings, System, About Phone, Status, and finally SIM Status, it shows a Signal Strength of zero (0).

    Like I said, it seems like the Cellular radio is turned off.

    BTW, I have tried their new SIM in a different phone temporarily, and it works. So, it is not the SIM.

    Do you have any ideas?

    What’s the phone model? Are you sure it’s compatible with Verizon? Just because a phone states it’s unlocked doesn’t mean it will support all networks.

    Its a Verizon logo'ed Motorola Z2 Play. Its VoLTE compatible, and that (HD Voice) is enabled (actually tried it both ways).

    Its like getting no service, at all, from anyone. I thought that even an inactive phone can call 911.

    Also, my own Verizon phone gets 4 out of 5 bars, when sitting near it. So, I am sure it could get service, if working correctly.

    Just to add, the tech support person asked if I had another phone around to try, after going thru the power on/off/on, and remove and re-insert the SIM, routine like half a dozen times.

    I haven't tried a factory reset, yet. Let me try that now. Thanks.

    A factory reset doesn't seem to help. It brings me into the setup routine, seems to "see" and successfully read the SIM (knows phone number, no "SIM not found" msg, etc). However, throughout the setup, the signal strength icon remains grayed out, with an "X" over it.

    Good idea, though.

    You should see signal bars even without being activated on the network. I am wondering if you still have Verizon CDMA service in that area, and the phone can't read LTE/VoLTE as it should? Does your other phone on Verizon have VoLTE (Advanced Calling)?

    OP stated it's a Verizon branded model. Yes, there are GSM only models.

    What's the origin of the phone? Even if a Verizon logo, a bad phone's a bad phone.

    Where is says preferred network type what’s it say?

    Make sure it’s CDMA/LTE

    The seller ensured me that the phone is unlocked and has a clean ESN. I want to explorer all the possibilities before I challenge him, that this isn't true.

    Maybe someone here can help explain something to me. I have never had a phone with a bad ESN. I thought (assumed) it would still connect to a network, but the activation would get blocked. However, as I said, its like the cellular radio is turned off. The cellular signal strength is grayed out, with an "X" over it. Somewhat similar to the Bluetooth icon, when Bluetooth is turned off, or like the WiFi icon, when WiFi is turned off.

    Everything else on the phone works well (WiFi, Bluetooth, GPS, apps, etc).

    Any thoughts?
