The only thing I can think of is that you accidentally hit the Mute button (icon of a microphone with a slash across it). But it's reset after each call. Could be a defective phone.

When I receive a phone call, the caller can't hear me but I can hear them. On their end it just sounds like the call is picked up and no one is on the line.
When I make a phone call, there is no issue. The person receiving the call can hear me just fine.
Is this an issue with one of the settings?

You can rule out the microphone issue by pressing the mic button on the Google Bar and asking a question. If it works, then its something else.
On some phones the Google mic is not the same one as the one used for phone calls. It wasn't on my Moto G6 play for one.
I suggest trying earphones if the phone has a headphone plug. That's the only way I can make calls on my Moto G6 play since the call microphone doesn't work.

The problem persists. It's not the mute button. I just got a call and couldn't hear the caller, I tried turning the mute button on and off while trying to answer and no effect. When I called them back all features worked, including when I responded to a call waiting that came through in the middle of the call.
