I am looking for something free (or dirt cheap) that gives me a small amount of data each month for PTT service on a spare smartphone of mine. I would prefer an AT&T MVNO, but I might consider a T-Mobile MVNO, too. 1GB of data per month would probably be plenty.

if you can find one still for sale i would suggest a legacy 1yr freedompop SIM
One of the least expensive, "emergency" or "low use" Verizon plans is [PagePlus Cellular](https://www.pagepluscellular.com/plans/10-standard-pin/).
4G pay-go: $10 every 120 days (single bucket):
* 6 cents per minute
* 5 cents per text
* 5 cents per MB
And ... the unused funds carry over!
I agree. OP would be best on Tello, Hello mobile, and similar that offer unlimited talk/text and 1gb for $10/month.
Tello does 2gb for $14.

Hmmm... Does Jim1348 need talk and text in addition to the 1GB of data? He didn't say so. But if yes, then 2 of my 3 suggestions above wouldn't be a good fit.
Isn't there are Red pocket..... Sprint plan for $30 per year, And as cheep as it is.... you can really use it as i think it gives you 200 minutes voice 1000 texts and 200 MB data per month. The deal is available via ebay.
Tello.com, using the T-Mobile network, has a special promo right now: All plans are 50% off for the first 3 months.
To meet the OP's requirement, 1GB/mo (with unlimited text but no voice minutes) is $3 right now for the first 3 months. (The same plan would be $6 after the first 3 months.) It's paid by-the-month, though, so you can cancel anytime. The offer also includes a free SIM card, normally $10.
Tello allows building custom plans, so you can add minutes or data as required.
Sign up using a referral link or code, and you'll get $10 in Tello Dollars that can be used to pay for another month or 2 after the discounted 3 months are used.
My Tello referral code is P3BSR5HV, and gets both of us 10 Tello Dollars to pay for a plan.

Freeup Mobile has a Unl talk/text/ 1GB plan on the AT&T network for $15 a month. Freedompop also has their pitiful 10min/10text/25mb free plan on the AT&T network, but you can add 1GB of data for $10 to it every month.
Liberty Wireless has a 1 GB monthly plan for $7.75. The catch is you have to pay 1 year up front. ($92.99—UT&T—1 GB Hard Capped—T-Mobile Network)
