Can MVNO Still be used on “locked” account?

I bought a Alcatel Revvl at a garage sale and found it had an unpaid balance on it. So obviously can’t use it directly with T-Mobile, but how about an MVNO? I don’t currently have a sim to check this out, but surely someone here will know.

Probably not. I have 3 phones that MVNO's won't take. Can't even find out who has the hold on them to pay them off myself.
Could call an unlocking company, but they want more than buying another phone that's usable.
Can use them with a VOIP app like GV, Textnow, GrooveIP, etc. then you can use it as a "house phone" Works good as a Roku remote.
Install all those apps that everyone wants you to load on your phone so you don't crapify your daily driver.

Not very likely, sounds like you have a fancy paperweight. You can try, I doubt it will work. Once a carrier blacklists a phone for non-payment or lost/stolen, the phone information is shared to all providers (postpaid, prepaid/MVNO).

Most importantly, this forum won't help you get around the process. This is said as my role as a moderator.
    Just another day in paradise.....

Interesting, I just did an IMEI check at Mint Mobile and they approved it. Of course I’m not buying a sim just to check it.

I think one of the small MVNOs has a week or month free test drive. It might be Mint.

You can use it on Wifi like a micro tablet. I do that with my retired phones.

Ethically, the phone is stolen even though you were not the one who failed to pay for it.

You won't need an active SIM or IMEI # to use a phone or tablet on Wifi only.

If you want to try it, Target sells the Mint Mobile Starter Kit/Trial SIM for $2. My guess is it won't activate, but it's a cheap test.
