How ipad helped locate plane crash?

Just read a news about rescue party located plane crash victims by pinging an iPad

Does this imply the iPad has mobile data? Then why wasn't it used to contact people for help via messaging or email?

Is there a scenario where an ipad with mobile data cannot send data but can be pinged?

There is a feature called "Find my iPad/iPhone" that is free that allows someone to find a missing device. If a Wifi connection is available, then a cellular connection is not required. Some iPads have do have cellular installed and can be located via a cellular connection broadcasted from the device.
    Just another day in paradise.....
