I rarely use cell service as I'm on wifi 95% of the time.
Recently I noticed that if I was away from wifi I couldn't load web pages, even though I had at least 2 bars.
I discovered that if I turn airplane mode on and then off I would get service.
It turns out that I have to do that every time.
How do I fix this?
As a side note...I went to Settings/Cellular/Carrier Services and it shows TracFone in blue text. I click on that and, rather than showing me the APN, it takes me to a news web site called mysites.taboolanews.com
Help?

You can't change APN setting on iPhone, thats why there isn't an option for it. Carrier sets APN according to sim installed.
You can try texting APN to 611611 and see what the reply is.

I am having this same problem with a new motoGPure. Works normal on wifi but as soon as I am without wifi I have no service. I Talked with a csr for about 45 minutes, trying this and that, call 73(?) turn off wifi, try a call , no go, blah blah blah. Now, we finally got it working I didn't use cellular until about 4 days later, and of course it failed. I tried removing and reinserting the pin, and for now it is working. Turn off wifi and the LTE signal shows up, but it is grayed out.On my G8 The LTE is 'lit.'
This reminds of an old "case" on TF-Verizon. The problem there was bad TF-Verizon signal at the location. The problem was solved only after transferring service to TF-AT&T.
Is it possible your location doesn't have a good signal, and so the phone is basically doing wi-fi calls when it does let you call? I don't know if it's the same thing going on, I'm just throwing this out here in the hope that it helps.
