I've updated my prepaid plan comparison site (link is in my signature) with a checkbox that lets you hide plans with always deprioritized data. I've also updated the Operator Profile pages and the Plan details popups that appear when you click a row in the table of plans with a Data Priority field that displays either:
- not deprioritized,
- deprioritized if the network is congested, or
- depriortized after NN GB if the network is congested.
Data priority is based on QCI values, collected by Redditor u/Ethrem along with my own test of Tracfone AT&T. I consider a plan deprioritized if it has a higher (worse) QCI than the best prepaid plan on that network. That means AT&T or Verizon network plans with QCI 9, and any T-Mobile plan with QCI 7 or higher is listed as deprioritized. Notable always deprioritized plans include all T-Mobile MVNOs (except Google Fi), all Metro by T-Mobile and Verizon Prepaid plans, Visible's $30 plan, Cricket's base unlimited plan, Boost AT&T and all Tracfone brands on AT&T.
When the network is congested, deprioritized plans typically experience data speeds that are at least 75% slower than on a non-deprioritized plan on the same network and location. It really only makes sense to compare QCI on plans the use the same network .

Great info! I need to whine to Tello because I tested way less than 64kbps after the data runs out, 30kbps or less

The only way the throttled plans (64/128kbps) are really usable for anything is if you disable cellular data for every app except the one you are trying to use.
So many apps try to refresh in the background and the mobile OS uploads tracking and telemetry which sometimes doesn’t leave much for any usable data experience.
From my testing when I used Tello (granted, this was on the old Sprint network) I would get the advertised speed when throttled. Useless, but the advertised speed nonetheless.

I don't see Tello's $10 unlimited talk and text with 1 GB of data on the list. It also includes a Hotspot feature for that price. In Idaho I pay a total of $10.06 for this plan (6˘ for tax).

When I looked into T-Mobile Mobile Internet, I got the impression that it is deprioritized? See especially the third Reddit link in:

I also don't know if the following fine prints mean anything. In my T-Mobile prepaid account, under Edit plan:
- Simply Prepaid Unlimited: "On-device usage is prioritized over tethering usage, which may result in higher speeds for data used on device."
- Mobile Internet (from 500MB to 10GB): "For tablets, on-device usage is prioritized over tethering usage, which may result in higher speeds for data used on device."
- Connect by T-Mobile, Mobile Internet 30GB and 50GB, and Simply Prepaid 10GB do not have similar language.

Based on andyk88's post and links I believe that all T-Mobile Broadband plans are subject to deprioritization. They are now be hidden when searching for plans with priority data on my PrepaidCompare site. I also added notes to the 500 MB - 10 GB plans to indicate that on-tablet device use is exempt from deprioritization . I added another note to the phone plans indicating that hotspot data is deprioritized.
