Roaming icon with TravelSim in a Moto G Play

I purchased a TravelSim for upcoming overseas travel and put it in an old Moto G Play that I have. I see this R which I think means the phone is roaming, but it doesn't even work in the U.S. according to the information I received. When I attempt to place a call I get nothing, which is fine because I don't need to use it ni the U.S.

So what does that R mean?
