Who has a Cheap phone to do porting

I want to port my house number over to Google voice and understand I have to port it over to a wireless carrier first. I had a older cell phone but its not workable with the carriers like a moto e4. So I have to buy a cheap cell phone to do the port with.
Who has a cheap GSM phone that I can accomplish this with? I was going to use Tello for the service but can use another if needed?

The Moto E4 XT1768 is compatible with the T-Mobile and Vzw networks.

I ran the IMEI number both in verizon site and tello and both came back as NOT COMPATABLE. otherwise Oups the phone wont work.. I called verizon they said I would have to get a new phone. Only existing customers that had them turned on in use can use them NO new customers.

Are you 100% sure you have the factory unlocked version of the Moto E4, which is the XT1768? That's different from a network unlocked model that was originally sold by a different carrier. If it was originally a network locked model, what network?

The XT1768 IMEI I checked in the examples above has never been used on the Vzw network. It had an AT&T MVNO data only SIM in it for years, but I switched to a T-Mobile MVNO SIM 9 months ago.
