My ST Home was discontinued in Dec '22 ...can I port that number over to a TracFone cell?

Why do you want that particular number?

Usually only numbers that are currently active paid up in good standing can be ported out, which is how the line gets cancelled.

Some, very few, providers give a short grace period after an line goes inactive

the longest I ever heard of is gFi at 60 days.

Try reactivating the number say as a voice line with ST. If successful, then keep it active until it gets successfully ported.
