Are the iphones SE that tracfone sells new or refurbed?
Can they run on ATT after the unlocking period?

TF sells both new and refurb iphone models. The refurb ones should be identified as refurb and require a timecard purchase. From what I've read, iPhones have all US bands and Apple used their clout to make all carriers put iPhones on their whitelist.
