I'm assuming it can, but their website seems to imply it only works with Apple phones. They are the only phones available in their "choose your device" selection menu. https://www.freedompop.com/shop
My phone is an LG Phoenix that I'm using with AT&T Prepaid (on the grandfathered .35cents/min plan).

They don't imply anything. Quote from their webpage: "Keep your phone, bring nearly any GSM phone in the US."
FreedomPOP only has Apple device available for sale, the SIM will work fine in Android phones that are compatible with ATT

the cost is very low for the very small amount of min/text/data they provide and i bet lots of people rarely use it at all. they make money from the people who buy top ups of additional minutes, texts or data and make a good profit from those who apply and qualify for ACP
i expect it will be around for a while since they are providing only the small amount for free. FreedomPOP was once much more generous by giving bonus data for referrals and you could easily get 1.2 GB per month for free. that didn't work as well and they eventually ended it, the current offering is much more sustainable and a small percentage buying top ups could subsidize the rest. much like how so many 'freemium' web based services and apps work.
I think they are hoping for the ACP signups
only 40% of the households eligible for the subsidy are actually using it.
I haven't investigated how the data add-ons work yet but I'd bet they are lots more than the $2-3/GB going rate these days.
Maybe as much as Tracfone / gFi $10 but that is only justifiable (barely) in that you only pay for what you actually use.
If you are interested in this, I would suggest that you buy the SIM while it is available. Then you'll have it on hand if you want to activate it later.
For example, those that purchased the SIM for the discontinued 300 minute plan last year, can still activate them today. However, if you don't buy the SIM kit and they stop selling them, then you can't get the offer.

Rolling out to full production status would mean matching demand, just keeping them in stock.
