Ebay BYOP Annual Plan Sim issues

Over the years I've been purchasing the annual plan sim cards from TracFone's eBay store, but this time around I'm having major issues. The first two sims I bought this month were both empty. TracFone refunded both of them. The problem I'm having now is that they won't let me buy any more because their eBay store has a limit of 2 sims per person. I contacted them and eBay asking to exempt me from the limit but each entity claims the other has to do it. It's a real cluster. I'm afraid if I create a new ebay account to buy the sims they might not be willing to refund them if I get another empty one. Has anyone else had this issue? Tracfone's ebay account is riddled with negative feedback over this issue and they don't seem to care. I'm about ready to switch to redpocket.

I never trusted plans from there.

Bundled phones yes, but usually HSN or QVC.

Activating the bundle phone with your existing number adds the extra year plus TTD buckets, usually 1200.

Then you move the line back to the phone you want to use.

Easy, cheapest and usually no problems

Thanks. I'm currently using the BYOP sim in a tracfone-locked Iphone SE. Would this still work if I used a verizon-compatible unlocked phone to transfer the plan back to the BYOP sim?

Better to get a new BYOP SIM rather than trying to reuse them, only costs $1
