I have Legacy Prepaid voice only account with a large balance and a phone number I don't want to lose. I'm getting tired of adding $1 every year just to keep it alive. One day I'll forget to add and my account will get wiped out. Is there anyway I can get out of this Legacy garbage once and for all and convert to something I can actually use, i.e. data? Thanks.

I believe the $3/mo plan is still available to transition from the Legacy PayGo. At least it was the last time I called CS, but you have to call in for it. I have this problem myself: How to actually make the Legacy PayGo line useful, given its now large balance...
I think the old Tmo $3/mo plan wasn't very favorable: something like 30mins voice/text, though I think you can add data to that (something impossible with the Legacy plan). There was/is a newer $3/mo plan which is 100/100/100. Hopefully CS could give you that if you want.

The T-Mobile PAYGO $3/month plan is 30 minutes OR 30 texts (or some combination thereof) every month with 10˘/each overages. Although that plan is discontinued, I've had some luck getting on it by calling CS and asking. Data is typically done with passes (I think 1GB/week/$10 is the "best" one), so something like the $10 Connect plan is a better deal for regular use and burning up a balance. I currently have a $3/month SIM running a spare number and it's got a few years' worth on the balance, but no expiration date. The advantage of this for a low-use line is using T-Mobile refill cards and the flexibility of being able to change to any T-Mobile prepaid plan (including Mobile Internet) later.
The Ultra Mobile PAYGO $3/month plan is 100 minutes, 100 texts, AND 100MB, but is only issued through Ultra Mobile (which T-Mobile is trying to buy along with Mint). It requires its own special SIM card and other than T-Mobile advertising this plan and selling the SIMs in some stores (eBay is easier than trying to track down a store), they're hands-off. The only way to convert any existing T-Mobile lines to it is to port into Ultra, which would lose any balance.
The owner of Ultra selling direct through eBay is THE ONLY way to get the PAYGO line-activation SIMs. Quantities strictly limited per month.
The SIMs you can get CSRs to send are only good for replacements on already activated lined.
TMO stores are no longer allowed to order / carry them.
