Both tests are done in the same spot.

Is it because 5g or cellular data is never stable 99% ?

from your fast.com number it appears stream saver is not actually off. i would toggle it on and back off and than try fast.com again

I got 25 Mbps + on fast.com in a different location without doing anything except going to a different location about 0.5 miles away.

fast.com is from Netflix. As such, it will show the speed your provider will give you for video streaming.

Ironically... fast.com on my S21 through T-Mobile shows 3.0Mbps, while using WiFi through T-Mobile home Internet shows 100Mbps.
For Ookla, typically its +100Mbps on cell, and T-Mobile Home Internet.

Yeah this is what I got Ookla vs Fast just right now.

stream saver and/or iCloud private relay likely culprits
